OSHA Updates Fixed Ladder Regulations

One of the leading causes of injury on the jobsite is falling – especially from heights. To address this issue, OSHA set forth new regulations surrounding fixed ladders extending over 24 feet.

Leading up to 2016, cages on fixed ladders were the standard for fall protection for many applications. However, through much research cages were found to offer little to no protection for the climber. Thus, the change was made.

 

The New Regulation

The new update, made in 2016, phased out fixed ladders with cages for ladder safety systems and personal fall arrest systems – as noted in OSHA 1910.28(b)(9).

When the new regulation went into effect in late 2018, structures were now required to change safety measures for ladders extending more than 24 feet above a level below. Requirements for this update are as followed:

  • Ladders Installed Before Nov. 19, 2018 – Must be equipped with a personal fall arrest system, ladder safety system, cage or well. {1910.28(b)(9)(i)(A)}
  • Ladders Installed After Nov. 19, 2018 – Must be equipped with a personal fall arrest system or ladder safety system. {1910.28(b)(9)(i)(B)}

It is important to note that any fixed ladder installed following that date that uses a cage or well will no longer comply unless a ladder safety system or personal fall arrest system is installed. This does include replacements of cages or wells following that date – a safety system must be installed.

 

How to Comply

Fixed Ladder OSHA Regulation

Understandable to the need to update a vast range of fixed ladders across the country, OSHA has an elongated timeline to allow proper compliance. All fixed ladders must be compliant by Nov. 18, 2036. Cages and wells may remain as long as they do not interfere with the safety system in place.
